Position Overview


The Quality Control (QC) Manager is responsible for providing technical expertise, support and guidance to Tilcon New York’s Quality Control Department, external/internal customers, sales team and asphalt/quarry/recycle operations ensuring the highest product quality and customer service. Build partnerships with other LOB (line of business) leaders and their teams working collaboratively to meet shared company objectives. Demonstrate continuous leadership in supporting our core values: Safety, Integrity, and Quality. 


Roles and Responsibilities


Essential Duties and Functions                                                                                                                                                                                                                                                                          

  • Responsible to provide the leadership that develops and sustains a team that supports our core values of Safety, Integrity & Quality.
  • Support and lead your team in safe production activities with the goal of sustaining ZERO incidents.
  • Embrace and implement the tenets of C.A.R.E., Compliance, Accountability, Risk Assessment, and Engagement. 
  • Maintain QC/QA processes for facilities to ensure Tilcon maintains status of “Approved Hot Mix Asphalt & Aggregate Supplier” in each state in which we presently market our products.
  • Responsible for all quality control activities required to produce hot mix asphalt (HMA) and aggregate materials that meet all state, county, town, local/private and federal specification requirements.
  • Create awareness among plant personnel regarding KPI’s (key performance indicators) and cost control.
  • Support product quality and customer service by maintaining strong line of communication with aggregate, recycle and asphalt site supervision and their teams.
  • Interact directly with internal and external customers through effective communication in order to satisfy material submittal and testing deadlines.
  • Evaluate and review/approve all mix designs in the region.  Consideration will be given to aggregate demands, cost, and feasibility. Strive to be low cost producer while maintaining high level of quality and integrity.
  • Direct and assist in adjustment of mix composition to ensure HMA stays within specifications.
  • Communicate and assist paving personnel in adjusting processes to conform to specifications.
  • Effective management of employee performance through (FLT) Front Line Leadership Training that includes but not limited to coaching, feedback (written and verbal), rewards, and discipline when necessary.
  • Research new technologies acceptable for allowing higher percent’s of recycle materials in sub-base and HMA products.
  • Maintain current QC/QA certifications.
  • Strict adherence to safety requirements and procedures as outlined in Tilcon New York’s and Oldcastle safety policies and procedures.
  • Adhere to all applicable regulations including (MSHA) Mine Safety and Health Administration and (OSHA) Occupational Safety and Health Administration affecting asphalt plant production, safety, environmental, state, federal, and company policies; ensure observance and compliance of such regulations.
  • Mentor Management Trainee in the areas of technical, operational, customer relations and supervisory functions.
  • Regular and timely attendance is required.
  • Additional duties as assigned or required.


Marginal Duties and Functions

  • Activities participate in industry associations. Support and maintain a working relationship with state, local and private agencies.
  • Review weekly and monthly paving schedules.
  • Perform business management duties such as maintaining records and files, preparing reports and ordering supplies and equipment.
  • Assist with Interviewing and hiring process as necessary.
  • Conducts laboratory tours and explains operating procedures to the public and visitors.




To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.





  • High School diploma or General Education Degree (GED) with 3 years+ of practical work experience.
  • NJSAT certified in HMA Plant and Paving Technician.
  • NYSDOT certified in HMA Plant Quality Control Technician desirable but not required. 



  • Bachelor’s degree (B.S. or B.E.) from four year college or university, Engineering preferred.
  • Any equivalent combination of experience and training that provides the preferred knowledge, skills and abilities. 
  • At least 5 years’ experience in operations and leadership role.
  • High level of proficiency with all Microsoft Office applications including Word, Excel, Outlook, and PowerPoint
  • Working knowledge of various database programs including Viewpoint.


Work Requirements


  • Strict adherence to safety requirements and company procedures as outlined in the Employee Handbook.
  • Ability to carry out standardized laboratory tests in accordance with ASTM and AASHTO standards.
  • Knowledge of applicable federal, state and local regulations pertaining to, but not limited to, safety, the environment and transportation.
  • Knowledge and understanding of basic laboratory procedures and quarry and asphalt plants.
  • Ability to detect safety hazards and malfunctions and respond accordingly.
  • Must be willing to work nights and weekends when necessary.


Knowledge/Skill Requirements


  • Ability to read English language sufficiently to read information contained in specifications, reports, manuals and regulations.  Ability to effectively present information and respond to questions from management, staff, customers and the general public.
  • Ability to perform intermediate mathematical skills, office practices and procedures.
  • Ability to use a computer to communicate and analyze data.  This includes but is not limited to the use of Outlook, MS Office programs, and web-based programs.
  • Be familiar with all roles, equipment, and tasks associated with your project(s) and have the ability and willingness to fill in on any role or task as necessary.
  • Ability to communicate both verbally and written.

This job will require both office work and field work. While performing the duties of this job, the employee occasionally works near moving mechanical parts and in outside weather conditions and is occasionally exposed to wet and/or humid conditions. The noise level in the work environment in the office is usually quiet.
